State To Pave Part Of Highway 17 Start Soon
Simultaneous with the paving announcement for a portion of Highway 17 south of Estherville, VP L C Fritch of Rock Island approved a plan for an underpass at Ninth Street linking to a new routing toward the Minnesota line. The Rock Island had previously sought 100,000 in damages, but a settlement now funds the underpass and railroad overpass with the state covering grading and paving costs. The plan credits the Rock Island for the condemnation payment and requires the city to pay the jury award to Chicago Rock Island and Pacific. Construction costs will be up to 29,551 after credit, with the highway commission handling right of way and grading while the railroad provides the overpass easement.
