Keeley notes low taxes align with high per capita use in ten states, while high taxes align with low consumption. Wisconsin shows 29.1 gallons with $1.00 tax per barrel, Alabama 4.7 gallons with $3.30 tax. The study suggests taxation may curb consumption, serving a temperance role.
