The steamer China arrived from Yokohama and Hong Kong and was allowed to dock. Reports say the plague has been checked with no rise in fatalities. Koreans form four bands of several hundred, clash with government troops, and casualties are unclear but heavy for rebels. Seoul hints at a railroad deal with an American syndicate to build Ninsen to Seoul for fifteen years, with possible state takeover later.
