Trans Miss irrigation plan eyed by Mead in arid lands talk
State Engineer Elwood Mead of Wyoming promotes a law via the Irrigation Age to reclaim arid lands by placing ditch costs as a first lien on watered land. Settlers would join the irrigation enterprise, becoming stockholders as land is settled, with state or national control favored for water and land. Ogden Standard notes the proposal as a superior approach.
