Natural Gas Franchise Plan For Utah Cities
Utah Municipal League directors approved a model franchise plan for gas distribution within Prele Corporate limits at the New House Hotel Salt Lake City urging cities to use independence in negotiations. The form asks that no exclusive agreement be approved, no upfront franchise charge be required, service be provided within a set time, term length be defined, and the grantee pay installation costs. An earlier committee found that a gas action on a transmission pipeline, if in the public domain, is a common carrier under federal law.

Vernal City Guests Propose Water and Sewer Rate Hikes
A city council letter outlines planned increases for water and sewer charges to fund system expansion. The plan bases bills on graduated usage with an average around 56.70 per year per connection, replacing a 6.25 tax levy and trimming a 3-mill operating levy while adding a 4-mill bond levy until bonds retire. Single dwellings face $2 per unit for the first four units, with 0.75 per additional unit, and commercial users pay metered rates up to 70,000 gallons with stepped charges thereafter.
