Telegraph orders from department headquarters at San Antonio directed Lt Col Guy Carlton at Eagle Pass to admit General Joaquin Mass and ten officers to cross into Texas toward Laredo. Persistent requests by Constitutionalists to travel or visit families on American soil were reportedly denied. General Mass and ten officers waited at the International boundary for a trip to Nuevo Laredo, Mexico, delayed by equipment shortages but unchanged in aim to attend a conference of military leaders. Permission to cross the boundary came from Washington after local authorities refused.
