Newspapers report mass executions and prison clearouts in Seoul amid upheaval. Reports from Vladivostok and Tokyo describe war tax debates and cabinet talks, plus German and Japanese actions affecting Asia.
Seoul March 21. Marquis Ito awarded the order of the Plum Blossom, a honor usually reserved for royalty. United States Minister Allen and Japanese Minister Hayashi received top class decorations for their counsel and long service to the emperor. Ito urged gradual Korean reforms in an audience with the emperor to prevent turmoil from 1895 measures.
Paris reports official Russian orders restricting entry into New Chiang as a precaution amid uncertainty over Japan choosing five potential first land operation sites. The list includes the Yalu river New Chiang Port Arthur Vladivostok and Pigeon Bay with preparations at all locations to cover a main attack.
Seoul dispatch reports at Jing Yang Japanese forces stopped Brig General Allen chief of the Philippine constabulary and a US military observer with the Russian army urging them not to advance toward the Japanese positions.
From St. Petersburg on March 21 8 p m advices indicate troop movements toward the Far East progress slowly in line with Russia plans. No official telegrams report battles up to noon and no confirmation of a Japanese capture north of the Yalu.
A riot along 14th street and First Avenue in New York ends with Alexander Fico dead after a fight over a woman. Police arrest three suspects as a mob of about a hundred clashes with officers and bystanders. Washington March 21 The McCall committee pressed Bristow on clerk hire allowances and secret departmental regulations. Bristow cited a confidential schedule in the first assistant’s office and said Beay or other officials may have acted by their own judgment. He would not confirm improper congressional action and deferred to Wynne for some answers.
Honolulu reports Attorney General Knox says Henry Kapea charged with embezzling 4000 dollars from Hawaiian Trust cannot be extradited from Japan because the treaty excludes embezzlement cases unless from government.
The sub scale committee of the miners union and operators of the central competitive district covering Indiana Illinois Ohio and western Pennsylvania met in Indianapolis to sign a two year contract reducing wages by about 5.55 percent or roughly half of the prior increase. The original operators proposal was kept without change and the next conference is set for January 25 1906 in Indianapolis.
Seoul correspondent reports Marquis Ito held a large reception attended by foreign legation officials. He said Korea would advance commercially and intellectually under Japanese guidance and that Koreans would not regret their connection with Japan. Ito plans to return to Japan March 20.
Captain Alexis Gregorian of Caucasus Russia arrives in St. Louis to confer with fair officials about exhibiting a troop of Cossacks during the exposition. He has Russian government permission to bring the men to the United States as part of the event. He notes Russia faces internal strain from labor and student classes amid the ongoing war.
In Holyhead on March 21 a collision occurred between the British steamers Merion and Clan Grant in dense fog. The Clan Grant sustained heavy damage with a water-filled forepart and a large hole. she beached to avoid sinking. Merion proceeded to Liverpool after inspection, having sailed from Philadelphia March 9. The Clan Grant had arrived in the Clyde from Antwerp on March 6. Washington report notes the Supreme Court granted the US permission to intervene in Kansas vs. Colorado over Arkansas River water use.
About 1 000 smugglers led by Yuan beat government troops seventy miles south of Ching King in Szeuan province. Sixteen soldiers were killed and the rest fled. Chung King officials are sending reinforcements to the scene.
A son was born March 10 to Prince and Princess David Kawananakoa in Honolulu. He would be the Kalakaua line's first male heir in years and would be heir apparent if the monarchy were still in existence.
Washington reports describe Senator Hoar introducing a Salvation Army land settlement bill, and a resolution by Senator Carmack on Civil War pensions. San Francisco March 21 The second trial of Cordelia Botkin for Mrs. John P Dunning's 1898 murder with poisoned candy resumes in Judge Cook's court. New Dover clerk Elizabeth L Kemp testifies about handling a package to Mrs Dunning and identifying the wrapper.
In a San Francisco court opening statement, evidence in the Botkin trial outlines a long affair between Mrs. Botkin and John P. Dunning, including living together in Golden Gate Park era, Dunning later departing for Cuba, and Mrs. Botkin’s alleged involvement in arsenic poisoning deaths tied to candy mailed to the Dunning household. The prosecution cites a box marking, handwriting, and purchases of arsenic from San Francisco drugstores, with links to Mrs. Botkin and a George Haas & Co. source.
Cumberland Maryland March 21 receivers were appointed for the Miners and Merchants Savings Bank of Lanaconing which holds about 200000 in deposits. The failure follows the collapse of the City Trust and Banking Company of Baltimore which organized the Lanaconing bank.
Washington reports the president sent to the senate nominations for secretary of legation Norman Hutchinson from California serving at Caracas Venezuela and Edward R Stackable of Hawaii named as collector of customs in the District of Hawaii.
Jefferson City March 21 Former Lieut Governor John A Lee the chief witness in the second bribery trial of State Senator Harris was reported seriously ill at his St Louis home when the case was called today The trial proceedings were delayed as a result with no immediate verdict expected authorities said
Denver March 21 The miners deported from Telluride face a possible pitched battle as they move toward Telluride with an armed escort from Ouray Silverton Durango and Ophir. The committee seeking governor protection failed to secure a meeting with Governor Peabody and may seek a court injunction to prevent interference with union members.
Washington March 21 A new treaty to regulate Chinese admission into the United States is being prepared as the old agreement set to expire next December. Secretary Cortelyou handles admission sections while Secretary Hay oversees diplomatic parts, with possible liberalization for non coolie Chinese and potential labor entry in the Panama Canal strip. A note mentions an attack where a constabulary private was killed and another wounded.
In the British Commons Sir Henry Campbell-Bannerman moved a vote of censure against the government for advising the crown not to disallow the ordinance allowing Chinese labor in the Transvaal.
