Carranza forces hold a front to block Villa’s raid while American troops concentrate, with Nogales calm and crews shifting trains to nonMexican routes.

Quincy Mara March reports the fourth submersible built for the Navy by Fore Titer Shipbuilding Corp Allen was launched at Quincy. The event marks another step in the program as the submarine 1-10 completes assembly and begins trials.
San Francisco reports the lighthouse keeper at Ana Nueto Taland near Pigeon Point says sea lions have multiplied nearby, entering private quarters and threatening to take possession of the land. Federal officials are reviewing the unusual invasion and seeking relief.
A man reports a troop of young seals entering his house during the day and colonizing his meals. He complains the disturbance at night was caused by an alarm clock and seabird chorus. The issue will be referred to the Department of Commerce and Labor for action.
El Paso Tehuantepec March 16 The baby of Mrs Maude Hawk Wright arrived safely in Juarez today after bandits seized her husband and forced the child from her arms during the Columbus raid. The child was cared for by a Mexican family, then by Mormon settlers near Cases Grandes and finally brought to General Garrera’s headquarters. The general ordered a photographer and congratulated Mrs Wright on the safe return of her infant.
Washington reports say the Chamberlain army reorganization bill won immediate House floor time with a ten hour rule for debate. Senate armed forces panel completed its review and sent the measure to the full Senate, proposing fourteen more field artillery regiments, expanded infantry to sixty four, cavalry to sixteen, coast artillery to ten thousand men, plus engineers and aviation increases. Enlistment after July 1, 1916 would be six years with three in active and three in reserve.
El Paso Tex March 16 General Carrera at Juarez said no Carranza troops joined the American expedition led by General Bertani who arrived with seventy five men from Gorman He claimed his stance was misreported as friendly to the expedition and noted Carranza troops could handle the Villa situation but would cooperate if Carranza chose to.
Across the border in Texas and at Port Sam Houston Major General Frederick Funston reports Carranza allies joining General Pershing as U S columns advance toward Villa. Kingsville near Barredo bridge reports indicate a brief exchange of fire while Fort Crown Zurich Brownerie notes few shots fired. The press fears no major opposition and notes censorship aims to test public reaction to the expedition.
A March 16 update from Reuters reports the Dutch steamship Toledan was torpedoed with loss of life. It notes Americans on board including Richard Schilling, Emma Schilling, and Carmen Schilling, plus German women. The message claims the attack occurred without warning near Scheveningen and that three Americans were aboard.
Washington reports Emperor William vows no break with United States over submarine warfare. Washington March 16 The campaign to enroll about 20009 reservists for the regular army in the shortest time possible is following today. By order issued yesterday 170 auxiliary recruiting stations were reopened after being closed more than a year. Adjutant General McCenn has assigned 700 additional enlisted men to the work of gathering recruits. From the auxiliary stations groups of uniformed soldiers with recruiting literature are being sent to nearby towns and villages. One official reports many men waiting at recruiting stations yesterday.
