First Stars and Bars design verdict upheld by committee
Richmond June 2 The United Confederacy flag inquiry reports Major Orren Randolph Smith of Louisburg designed the first Stars and Bars flag. The committee, aided by Daughters of the Confederacy and Confederate veterans groups, concludes Smith originated the state flag design and should be honored. The report cites evidence, testimony, and prior designs, noting Marschall did not submit a design.
