Officials expect firm assurances from the Mexican de facto government and warn border raids could intensify if the United States withdraws forces. The administration waits for Carranza’s response as private dispatches hint at possible readiness to restore property and return stolen assets in several states. President Wilson plans to address Congress later this week if needed.
