NEICO officials declare the Black Belt rioting at an end after deadly clashes. 32 dead and many hurt as troops and Yank forces struggle to regain control. Premier outlines sale of oil property to Japan in a bid to stabilize, though protection remains uncertain.
In Chicago six thousand state troops patrolled the South Side after days of race riots as authorities kept forces on duty. Casualties rose with two more deaths bringing the toll to 34 with about 1,500 ro fired. One policeman died and 26 were injured in clashes. Food was sent to danger zones and shops reopened as Negro residents returned to work.
Admiral Rodman reports the Pacific Fleet is en route to the western United States to strengthen naval power in Pacific waters. He asserts his initiative and beliefs on policy and notes a new oil law awaits Congress. President Carranza avoids predicting congressional acts while the petroleum commission’s role remains pivotal. A Mexican senate special commission’s Tampico report, private for now, will be shared with Congress. Carranza pledges continued cordial U.S.-Mexico relations.
Edward O'Brien a one year old messenger boy in York confesses to beating his employer to death with a hammer and robbing his sash box. He had an accomplice Edward Paige another errand boy. They did not intend to kill Gardiner C Hull but robbery turned fatal.

One was a wireless operator. London August 1 The British foreign office has completed negotiations with the United States for a new commercial treaty. the text will be heard before parliament soon.
Dispatches from London and Stockholm report Bolshevik leader Lenin plans a temporary policy retreat and leadership shift. He would keep Trotsky in command of the Red Army and delay elections to test rivals before resuming control, with Lenine and foreign affairs commissary Tehineren weighing the move.
A Moscow wireless dispatch says bolshevik forces in the Venya sector north of Onega advanced fourteen miles aided by mutinous allied troops. The communique mentions rising regiments, arrests of officers, unrest in Siberia, and an insurgent front stretching from Tashkent to Nikolayevsk. An important bolshevik detachment is said to be moving from northern Siberia toward Tomsk.
Paris August 3 The committee led by Albert Claveille minister of public works endorsed the project to tunnel the English Channel The French firm contracted to build the tunnel is authorized to test its equipment and dig prototype tunnels for feasibility analysis.
A special cabinet committee led by Attorney General Palmer was formed to study high living costs and report to President Wilson. One proposal involves selling this year’s wheat crop at market price set by supply and demand, with funds drawn from a billion dollar crop subsidy.
Chicago Aug 1 Street car workers voted on rescinding a mass strike mandate and accepting a compromise wage plan. Leaders expect service to resume tomorrow as 67 cents an hour for surface and 87 cents for elevated workers were proposed, though radicals rejected the plan and renewed the walkout.
