The White House rejected Sen. Charles Percy’s charges that aides orchestrated attacks to ruin him over his probe of former budget director Bert Lance. Percy said at a news conference that Carter aides aimed to destroy him to protect Lance’s job.
Washington United Press International reports the House approved a 377 to 9 vote to urge the Postal Service not to end Saturday mail delivery. The measure is a sense of Congress resolution and carries no legal force, having been sent to the Senate.
UPI reports US scientists detonated an underground device at Yucca Flat Nevada at 7 a.m. PDT. Energy Research and Development Administration says the test was a success with no radiation leakage. The device named Colombmiers, a cheese, was set in a vertical shaft 1,738 feet deep with no stated reason for the name.
A U.S. Marine F4 Phantom jet crashed into a Yokohama suburb, injuring nine people and destroying three houses. Yokohama mayor Ichio Asukata protested to U.S. authorities, calling for base removal and stricter flight controls for American aircraft.
The Warren Chapman murder trial enters its second day with two 30 person juror panels exhausted. A third panel was convened as Public Defender Joe Allen and District Attorney Duncan James each used 10 of their 26 peremptory challenges. Judge James Kleaver oversaw voir dire while asking jurors about familiarity with Chapman or the Parducci family, social drinking, firearms at home, and reading about the case. Chapman, 51, of Noyo, was convicted in 1975 of fatally shooting Bob Parducci, 28, in a dispute over a parking space. The conviction was overturned for improper manslaughter instructions, and the retrial proceeds with Allen defense and James prosecuting.
Lt. Gen. D P McAuliffe told the Senate Foreign Relations Committee that the canal treaties adequately provide for protection against sabotage or other threats. He said interruptions could be limited to short durations under likely threats, emphasizing cooperation with Panama and outside reinforcements if needed. Defense leaders Brown and Holloway also endorsed the treaties as protective of U S military interests and the canal’s defense.

United Nations General Assembly address by Soviet Foreign Minister Andrei Gromyko paints relations between Moscow and Washington as stagnating or slipping. He blames U S deployment of the neutron bomb and the cruise missile for heightening tensions and jeopardizing a new arms limitation pact while noting Brezhnev’s stance on China.
Art Church was appointed interim county assessor by the board of supervisors with a 3-0 vote. Ted Galletti was absent due to flu and Ernie Banker abstained as he is a candidate. The post is acting only. a permanent assessor will be chosen next year via election with a June primary and possible November runoff.
Rick Henderson assistant district attorney and chief legal advisor to the board will not seek the newly created county counsel position. He will leave the DA's office when his contract expires December 31 to enter private practice. The county administrator reports 17 applicants for the post, which becomes effective January 1, 1978. The county counsel and an assistant will handle civil representation for the board and county departments. Most of the assistant’s salary will be funded by the county schools superintendent's office.
Speaker Thomas P. O'Neill said after meeting with President Carter that Congress will produce a strong energy bill despite Senate setbacks. He added the House is not set in cement but will be rigid as the bill goes to a conference committee to resolve differences.
Laytonville area supervisors postponed a final vote on the 2730 acre Mill Creek Ranches subdivision west of Laytonville after hours of public hearing. The plan, by Cloverdale Redwood group led by Jim Lahr and Henry Trione, would create three large parcels and later a 29 parcel 20 to 40 acre subdivision. The EIR and deed restrictions were debated amid concerns over timber loss and erosion and legal rulings affecting EIR approvals.
Freddie Laker returned to London as Skytrain launched its maiden trans Atlantic circuit from Gatwick. He said the service is fabulous and that all 345 seats on the inaugural plane were full with no passengers left behind. The first round trip posted a profit of 19606 dollars amid strong show of support from awaiting crowds.
