President Ford, at his second news conference, defended Nixon's pardon as the right decision while acknowledging public backlash. He pressed economic aid plans, discussed airline subsidies, and announced major food aid decisions.
Mendocino College president Pete DeVries will attend a Wednesday Irvine meeting of the California Community College System board of governors. The coastal areas Fort Bragg and Mendocino face affiliation choices with Mendocino or Redwoods districts. The chancellor's office and Lake County committees also back Mendocino district, with March polls likely to decide options. Other items include funding for construction and operations, SB 6 impacts, and financing proposals for campus improvements. DeVries plans to answer questions and support Mendocino affiliations.

A California legislative committee report says major oil firms underpaid the state by 118 million dollars for tidelands oil over five years. The Lands Commission dispute asserts Wilmington prices cannot be set by such exchange terms and cites preexisting contracts.
Louisiana-Pacific Corp. seeks two use permits and a zone change before the county planning commission on Thursday. At 11:15 a.m. the panel will continue an illegal bark disposal operation three miles north of Willits and west of Highway 101. At 3:30 p.m. a hearing on LPs bark disposal and landfill proposal two miles southwest of Calpella will be heard, with a parallel zone change from A-1 to M-2 S for a Calpella parcel on N State Street north of Moore Street. The zone change hearing is at 10 a.m.
The Senate Foreign Relations Committee unanimously votes to investigate CIA covert actions in Chile from 1970 to 1973, seeking whether officials perjured themselves in 1973 testimony on U.S. involvement and whether Kissinger deceived Congress. Leader Fulbright calls for a joint oversight panel as a broader review begins.
The Orchard Plaza shopping center on E Perkins Street faces another planning commission hearing in council chambers at city hall at 8 pm to review the final environmental impact statement and site plans if the EIS is deemed adequate. Ukiah's Downtown Merchants Association opposes the project until Perkins Street upgrades are completed amid previous challenges to the report's adequacy and downtown impact.
