Secretary General Thant said he will quit the United Nations when his five year term expires on November 3. He expressed frustration that he could not play a humble part in peace efforts for Vietnam. The statement was delivered to the 117 member nations.
French President Charles de Gaulle told a Phnom Penh crowd that the United States must withdraw from Vietnam. He warned the war would continue unless Washington follows his advice. De Gaulle praised Cambodia for neutrality and suggested the U S must leave prior to any peace conference.

In the last 24 hours the sheriff reported arrests including Harry Lyle Steinbrenner of Ukiah for tampering with an abandoned vehicle off Mill Creek Road. Elmer Lee Ford of York Ranch was jailed on bail-revocation and fined $17 in Ukiah. FBI booked Fred L. Haas of Rockport as a deserter from the Navy. Michael Andrew Phillips of Laytonville faced reckless driving on a warrant. Leonard Ralph Campbell of Fort Bragg received a 60 day sentence and $110 fine for battery. Donald Smith and Harry Johnson were jailed en route to Susanville for disciplinary action. three unidentified juveniles were also booked for vehicle tampering.
