Patricke Wayne Kearney, 37, an admitted homosexual suspected of killing 28 young men across Southern California, asked a judge for permission to plead guilty to three murders. He also told Judge E. Scott Dales that he wishes to represent himself.
Howard Wakman California Farm Bureau president calls Interior Secretary Cecil Andrus plan to enforce the 160 acre provision of the Reclamation Act an over reaction. He says the approach is heavy handed while testifying before an Interior Department committee.
Senate energy conferees rejected mandatory rate reform and backed only federal guidelines states may accept or reject. House members began retreating from mandating reform, signaling willingness to drop federal enforcement as a concession.

Interior Secretary Andrus plans to refile Mendelsohn’s nomination after court action.
