Zoning as a condition for minor subdivisions debated by supervisors

The Mendocino County board discussed two options for minor land divisions: require a zoning classification before approval or make zoning a condition of final approval. No action was taken, and a joint meeting with the county planning commission was set to further consider the ordinance. Deputy DA Rick Henderson was asked to draft an amendment tying minor subdivision approval to zoning approval.

Franco Suf fers Fatal Relapse, Emergency Surgery Prolongs Battle

Emergency operation for the ailing 82 year old Franco in Madrid ends after a two hour procedure as doctors report the gravest prognosis. Despite sedation and life support, brain activity remains and officials rush cabinet members to the hospital amid a renewed hemorrhage and ongoing four week medical struggle.

Juror Panels Called in Chapman Murder Trial

Three panels of fifty jurors each were summoned for Monday in Dept. 1 of Superior Court to hear the murder case of Warren Dewitt Chapman a 48 year old Fort Bragg resident. Chapman is charged with killing Bob Parducci 28 of Fort Bragg after a July 10 1975 argument over a pickup truck parking. Parducci died an hour after being shot in the chest at the Salmon Inn Motel owned by Chapman. Parducci formerly lived in Ukiah and worked for Alioto Fish Company. Superior Court Judge Lloyd Phillips of Sacramento is expected to preside with DA Duncan James prosecuting and Leo Cook representing Chapman. The trial is expected to last nearly two weeks and Chapman is free on a 50000 bail.

Petition drive opens Saturday for Potter Valley district split

Residents of Potter Valley start a door to door petition to study forming a separate Potter Valley Unified school district. If 2500 signatures are gathered the county board will study feasibility and forward findings to the state board, with a potential vote in Ukiah Unified. Foreign troops pour into Luanda as rival sides clash

Thousands of Russian and Cuban troops pour into Angola to support a Marxist regime facing rival forces backed by China, Zaire, and the United States. Notable Northern California quake rattles coast

A major 7.7 magnitude earthquake struck the Pacific Ocean 240 miles west of Cape Mendocino early today, jolting residents from San Francisco area to Oregon. It triggered a tsunami alert along the California coast but was canceled two hours later as no large waves appeared.

First major step taken toward vo tech center in Ukiah

Ukiah Unified and the county Board of Education took a key step toward building a new Vocational Technical High School at the Ukiah Low Gap campus with Henry George Investment Corp. The plan aims for partial occupancy by fall 1976, reducing but not eliminating double sessions at Ukiah High. The district will lease the center to the county ROC for 10 years to speed vo-tech upgrades and facility completion.

Governor Brown May Seek Constitutional Change on School Funding

Sacramento reports Gov Ed Brown Jr aims to direct his administration toward reform of California school financing in response to a court mandate. He floated a constitutional amendment to treat education differently, while tasking Stanford adviser Michael W Kirst to develop practical, modest funding options within current resource limits. Kirst notes Oregon and Florida reform ideas. Riles cautions against a constitutional change. Brown emphasizes dialogue and no fixed conclusions as study continues.
