City and county officials debated a redevelopment plan aimed at sharing tax increment revenues with the county and schools. The discussion centered on inflation adjustments, distribution percentages, and timing for public input and environmental review.
California Air Commuter inaugurates Ukiah to San Francisco flights with connections to Fort Bragg Clear Lake Santa Rosa Marin County Novato Palo Alto San Jose and Livermore. Two Piper Navajo Chieftains and one Seneca operate under Marin Aviation with pilots and radar safety gear.
In Luanda the two day old Marxist government held firm against an assault on the capital by opposing forces. Soviet backed MPLA troops repelled a mortar supported attack across the Bongo River near Quifangordo twelve miles north of Luanda as rival units pressed from the north and south threatening to besiege the city.
Gov George Wallace formally enters the Democratic presidential race proclaiming himself the people's choice. In Morristown New Jersey Karen Ann Quinlan's family plans to meet with lawyers to decide on appealing a court decision regarding life support for their comatose daughter. Pomolita Ukiah junior high to host open house at 7 15 p m and a student choral concert at 8 30 p m directed by Terri McNamara who arrived from UC Santa Barbara and Bakersfield.

Daily high and low temperatures for November 1975 and November 1974 show a pattern of expected seasonal variation. Included are dates with noon readings and today’s low, as well as rainfall totals for the period, noting this year’s rainfall of 5.67 inches versus last year’s 3.00 inches.
UPI reports high U.S. sources say the Soviet Union is constructing three combined navy and missile bases in Somalia to control routes to the Indian Ocean and Suez Canal. Berbera base reportedly near completion with two more inland facilities under early construction. Soviet missiles and aircraft would support a western Indian Ocean fleet, threatening U.S. presence led by Diego Garcia. Somalia denies bases but deepens ties with Moscow amid its political upheaval since 1969.
Washington reports that the United States and China have settled dates for President Ford to travel to Peking at the end of the month. Kissinger and Chinese Foreign Minister Chai Kuan Hua exchanged messages to fix timing and jointly announce the visit. The four day trip may include stops in Indonesia and the Philippines, with Mao Tse tung to greet Ford in Beijing. Nixon also visited China in 1972.
The redevelopment project area committee urged the city council redevelopment agency to delay approval of the proposed plan. A heated vote showed a split on boundaries, tax increment funding, and project priorities with eight in favor and seven against, plus several members absent.
