The Senate voted 57 to 28 to approve a 10 percent reduction in Social Security taxes for state and local governments and nonprofit groups. The amendment, proposed by Sen. John Danforth, would lessen employer tax increases from 227 percent to about 197 percent over the next decade, beginning in 1979.

Redwood Valley voters face two measures including a $1.6 million supplemental loan to finish the valley water system funded by a $4.8 million federal loan.
