Board backs Behr tax reform bill with renter relief

The Marin County Board of Supervisors approved a resolution supporting Sen. Behr's SB 1375 after review by the finance and legislative committee. The measure would freeze property values at 1976 levels, tax land under a home at that value plus cost-of-living increases, and impose a 5 percent sales tax on owner-occupied homes with a 20 percent state income tax surcharge. Critics argued it favors the wealthy and is hard to administer, while alternative proposals from Nimmo and CSAC were deemed less equitable. The board also adopted amendments to AB 1258 to standardize timberland valuation and close loopholes in timber yield taxation.
