Nixon proposes moratorium on school busing to 1973
President Nixon asked Congress to bar new court orders mandating busing until July 1, 1973. The plan allows existing busing, voluntary plans, and adds an Equal Educational Opportunities Act to prohibit racial denial of education while denying that racial balance is required. Nixon seeks $2.5 billion for poverty area schools but states it is redirected funding. Senator McGovern denounces the move as weak leadership.
