California budget deadlock as new fiscal year looms
Sacramento faces a new fiscal year with no spending authorization as a six member budget panel failed to complete a final agreement by the New Year’s deadline. Democratic demands for meaningful tax reform and higher school aid stall a resolution. Republicans hold the legislature but need Democratic support for a two thirds vote. A skeleton budget is possible to maintain services through July if a full plan cannot pass.
