California Legislature Adopts Budget Gap Prompting Special Session

Sacramento reports that the 1965 legislative session passed a $4 billion budget with a roughly $100 million shortfall, prompting Governor Edmund G. Brown to threaten a veto without new revenues. Assembly and Senate leadership agreed June 24 to reconvene for a special session to consider stopgap measures including accelerating sales tax returns and extending the tax to leases. A reapportionment dispute dominated by party lines raised doubts about drawing new district boundaries, possibly leaving court intervention to the Los Angeles federal court. Stakeholders blamed each other amid a public push for emergency funding and tax reform, with unanimous consensus on the need for a special session.
