Bagley proposes legal limit on school spending
Assemblyman William T. Bagley of San Rafael proposed a spending cap on school districts to curb property tax increases. The plan would require voter approval to raise per pupil spending beyond the cap, set by last year’s per pupil spending or statewide average, plus 4 percent for inflation.
