U.S. and British negotiators announced a new pact governing airline service to prevent a potential crisis. The agreement grants airlines new route opportunities and operating flexability, sets mechanisms to review rates and capacity, and links scheduled and charter services in a single framework.
Nairobi dispatch says Idi Amin’s feared secret police launched a killing spree of suspects tied to an attempted ambush. Reports stated Amin was alive despite his disappearance since the Saturday attack, while David Owen in Luxembourg asserted Amin is alive and well without details.
The House voted to block the FDA proposed ban on the artificial sweetener saccharin for at least a year amid heavy pressure from saccharin supporters. Opponents say the delay is hasty and unwise, citing new Canadian tests suggesting possible bladder cancer risk in humans.

A six month undercover investigation by the Mendocino County sheriff's office with state and county agents led to 20 arrests on felony drug charges in Ukiah Valley Willits and Westport. Bail ranges from 5 000 to 50 000 with Masini charged in a murder for hire case.
A joint Ukiah Valley fire protection district and city council meeting selected a 1.2 acre site at Lovers Lane and N State Street. Owned by John Mayfield, the lot formerly a service station and then a used car lot, is listed at $120,000 with one-third down.
The 1977 78 Mendocino County budget proposes expenditures of 28.9 million, up 14.7 percent from last year. Public hearings run July 27 through August 5 with sessions preceding. The county administrator warns the current budget cannot be funded at the existing tax rate and final cuts will be made after hearings, while notable increases appear in planning sheriff’s office and aid for dependent children.
