Ukiah's City Council reviews a preliminary budget of about 3 million dollars proposing a general fund tax rate rise from 88 to 100 cents per 100 dollars and a 6 cent rise in the retirement district levy to 16 cents plus 4 cents more for the parking district. The plan includes a 5 percent city employee raise and a five cent adjustment in electrical rates with fee tweaks for sewer and water.
