Incomplete primary returns indicate runoffs will be necessary in all but two California congressional districts this November. Clair Engle in the 2nd district and John F. Shelley in the 5th district had unopposed nominations, while Roosevelt and Condon won Democratic nominations amid adultery and security-charge controversy. The GOP incumbents largely face Democratic challengers as the party balance shifts and Edmund G. Brown wins the only statewide dual nomination.

Negotiators for Pacific Telephone and Telegraph and the CIO Communications Workers of America agree to bring in federal mediator Arthur Viat to settle a contract dispute affecting PT and T Northern California and Nevada plant workers. G M Gruwell says there was no progress after a day of bargaining. The contract for about 7000 workers expired Sunday night. The union seeks wage increases and benefits. the company offers to renew the old contract at current wages.
Governor Goodwin J. Knight faces Rich ard P. Graves while U S Senator Thomas H. Kuchel meets Samuel W. Yorty in a slate that reorders party loyalties. Lieutenant Governor Harold J. Butch Powers contests Edward B R Roybal with other statewide races showing party labels shaping outcomes and a wave of November runoffs across 30 districts and 100 legislative contests.
Walter Jamison, confined to General hospital for a few days, is expected to be moved soon to his home. Marriage licenses issued for Donald Dowyne Sale, 25, and Rebecca June Stayton, 28, both of Fort Bragg. Robert Lewis Watts, 19, and Virginia Sue Fry, 16, both of Ukiah.
Edward Benz, 58, admits taking part in a grocery store robbery in Green Bay claiming he acted to help a destitute accomplice family. He tells police he cannot stand to see hungry kids. Separate brief notes Warwick couple Orion and Mrs Herbert, aged mid-sixties, recounts of 25 children from 1908 to 1936.
The Alsiah municipal pool may open late due to a new circulating system installation. If parts arrive before Saturday, they will be installed to try for on time opening. if not, the pool will open and close for installation. The Recreation commission also approved an agreement with Ukiah Union High School district for summer tennis court use and a new pay structure for golf club memberships.
Dr Daniel Liebermann superintendent of Mendocino State Hospital spoke to the Ukiah Rotary Club on how politics affect mental health and the governor appoints state hospital superintendents. He described the care at Mendocino State Hospital and warned that without state institutions the public would must rely on private facilities.

Palice George Smith was due back today from Whittier after attending the Monday funeral of his brother Ocie C. Smith the Whittier police chief for 17 years. Ocie Smith died early Saturday in a Whittier hospital from a heart condition. He served as a police officer in southern California for 25 years.
Bulletin B. G. Broaddus held the lead in incomplete returns at 3 p.m. today in a heated sheriff race with 3958 votes. Reno Bartolomie trailed closely with 3536 votes and A. N. Rawles stood third with 3047. Edward Axt had 818 votes.
During the Army-McCarthy hearings Sen Joseph McCarthy charged a young lawyer in Roy M Cohn s firm with Communist ties and condemned Welch s handling abrupting the cross examination Welch retorted I will not discuss this further and urged the next witness to be called The exchange centered on a so called legal bulwark of the Communist party and involved a Fisher in Welch s Boston firm
One hundred thirty six Ukiah high school seniors will receive diplomas at commencement in Chessall gym Friday night announced by District Superintendent W A Chessall. Four students selected as speakers are Leo Bleier Carolyn Dorn Miryam Feibusch and Don Mitchell. Seven scholarships totaling 2375 dollars and names include Myers Hinds Tanning Thunen Mil liken Rice Sandra Van Patten and others. Tonight the senior class dinner and ball at Blue Lakes Lodge precedes the open to the public exercises at 8 p m. The program features Santa Cecilia March and Pomp and Circumstance with invocation by Rev R C Groves.
Reno Bartolomei led the sheriff race at noon by 63 votes over incumbent B. G. Broaddus as 67 precincts counted with 43 remaining. Broaddus led earlier by 11 votes after 2:30 a.m.. Busch leads Schilder and Johnson for the 4th District senate seat while Sam Ray Jr. contends with Alonzo Spreckelsen for treasurer and public administrator. County results show Sawyers to replace Safford in the third district and Scaramella ahead in the fifth. other offices listed with large margins for Broaddus, Lindbergh, Church, Clow, Ballou.
Mendocino County noon tally shows voters leaning straight party line amid cross filing labels. Likely runoff between Goodwin J Knight and Democrat Richard Graves for governor. Powers and Roybal facing November lieutenant governor race. broader state results include Kuchel and Yorty for U S Senate, Kortum and Schudder in Congress, and Simpson in Public Instruction with multiple party counts.
Potter Valley Bible Church opens its Daily Vacation Bible School from June 14 to June 25, 9 to 11 30 a.m. for ages 6 to 12. Teen-Time runs each evening 7 to 9 p.m. for ages 13 to 18. A skating party is planned for Monday June 21 for teens.
