President Carter unconditionally pardons thousands of Vietnam era draft evaders and orders a study on deserters. The order covers Aug 4 1964 to March 28 1978 with two small exceptions. Pentagon has no exact numbers. estimates suggest up to 100000 evaders, 23000 registered but did not report. Deserter study could cover about 4500 people. Congress announces Mendocino County among 23 California counties designated as drought disaster area.
