UPI reports the 16th round of U.S. Panamanian canal talks opens on Contadora Island with Ellsworth Bunker and Sol Linowitz leading teams. Negotiators aim for a quick treaty ensuring canal access for world commerce and security while honoring the 1903 rights.
Northwest California forecast shows low clouds and dense fog along the coast clearing partially in afternoons. Valleys may see dense fog at night and morning hours with other areas clearing through Tuesday. Fort Bragg with 60 47 60 Fahrenheit and Ukiah 76 40 75.
Gov. Brown named Rose Bird 40 as California chief justice the state's first woman to hold the post. The appointment drew criticism for Bird's lack of bench experience while Wiley Manuel, 49, was chosen for the state supreme court, and reactions from politicians and bar groups highlighted divisions over qualifications and gender in the judiciary.
North Ukiah resident Herb Brockett 26, a state Forestry worker, piloted a Cessna 140 that struck two 12 000 volt lines near the freeway and Masonite overpass. Power was cut for 75 minutes, fires started by hot lines were extinguished, and Brockett landed safely at his private strip north of Highway 101.
The Ukiah city council will meet at 8 p.m. to discuss an ordinance establishing procedures during a water shortage emergency. Mayor Barry Wood and City Manager Jim Swayne will attend external meetings, while county officials urge voluntary conservation and Gov. Brown weighs statewide rationing. Lake Mendocino could run dry by June if usage remains high and rainfall stays low.
In Cincinnati Jessie L. Coulter 42 and his ex wife were held hostage for nearly 15 hours by Coulter who sought information about a long lost son after watching Roots. They face one count of kidnapping each with bond set at 1 million dollars.
