Governor Edmund Brown Jr warns that California's water shortage is severe and urges localities to ensure fair water distribution. A historic San Rafael conference aims to finalize a plan for northern communities to buy back up to 10 million gallons daily from Southern California.
President Carter told families of missing in action in Southeast Asia he wants their advice before pursuing a campaign pledge to go directly to Vietnam. He urged them to express views and said Brown will keep MIA records accessible except for highly classified exchanges with Hanoi. He also summoned canal negotiators Bunker and Linowitz to plan talks on a new Panama Canal treaty.
Jack Azevedo, the defeated Fourth district supervisor candidate, was ordered by Superior Judge Ralph DeVoto to appear with witnesses Tuesday at 9 30 a m in Dept 1 to support a writ seeking to set aside the election and hold a new vote. Anthony Kiritsis held real estate executive Richard Hall hostage for three days with a neck-wired shotgun. He released Hall after demands for 5 million dollars and immunity were withdrawn, then fired the weapon and was captured. Kiritsis faces kidnapping charges with bail set at 250000.
