Judge challenges Coastal Commission ruling on Mendocino motel

Superior Court Judge Tim O Brien ruled in an 11 page opinion that the Coastal Act permit process used to deny a use permit for Monte and Barbara Reed’s Coach House motel in Mendocino is invalid and imposes an unconstitutional taking. The decision orders the Coastal Commission to allow construction subject to county codes, noting the Reeds were limited by a brief staff brief and denied hearing on key evidence.

AFDC Trends in Mendocino County Welfare Help

Mendocino County sees AFDC for unemployed fathers at its lowest since 1969 while general AFDC growth outpaces budget estimates. Welfare Director Dennis Denny told supervisors the AFDC U case load fell to 103 by July 31, but general AFDC rose to 1,270 families, up 20 from June and 162 from July 1973, raising potential contingency transfers. Food stamp recipients reach 4,236 by end of July, with expectations of matching commodity recipients from May soon. Quality controls show no ineligible recipients in local caseload samples, and overpayment/underpayment checks run 3.8 percent, well below state and national averages.
