Justice Dept objects to California prepaid legal plan

The Justice Department opposed anti competitive elements in a proposed California Legal Services plan by the California Bar Association. Assistant Attorney General Thomas E. Kauper said the CLS would have a significant competitive advantage and could advertise while rivals under alternative plans could not. He offered favorable review if the plan is modified to address antitrust concerns.
