Traces of vinyl chloride and another suspected carcinogen were detected in Philadelphia and other treated waters. EPA officials avoided endorsing a single treatment method, aiming to address the source rather than the result. Chloroform appeared in every city tested, up to 311 micrograms per liter.
Mendocino County Chamber of Commerce at Piedmont Hotel Fort Bragg condemns the California Coastal Zone Plan and Prop 20. It calls for suspension of the Coastal Commission powers, opposes Senate bill 707, and urges defeat of the bill and repeal of Prop. 20 citing unequal justice and environmental impact concerns.
Defense Minister Sisouk Na Champassak said fighting erupted Monday about 100 miles north of Vientiane with Communist Pathet Lao and North Vietnamese forces overrunning government positions. He noted clashes in south and central Laos and condemned the ceasefire violations.

Enterprise heads toward South Vietnam amid evacuation boosts and mounting Communist forces surrounding Saigon.
The U S Bureau of Reclamation announces public meetings on April 22 and 23 to begin a total water management study of Mendocino County water needs. Ernest N Sasaki will lead sessions at Brooktrails Lodge near Willits and Preston Hall Mendocino with a final appraisal due in December 1976.
Oak Manor will start a series of one hour sessions in the multipurpose room to help parents and others assist children in school and prepare for school life. Principal Bob Hayden will moderate daily discussions and film strips with morning and afternoon sessions. Public Schools Week is next week. River school will begin parent classroom visitations on Monday while Hopland shifts its open house from Wednesday to Tuesday.
