Seoul Korea congressman Lee Chul seung of the New Democratic party urged the United States to reconsider its plan to withdraw troops from South Korea.
Washington reports the State Department said a Soviet trawler seized Sunday had caught about 50 tons of river herring, roughly seven times the legal U S allowance under U S laws.
