A London correspondent notes the move away from strict chemise outlines toward pannier influenced drape and hip fullness. Tiny fringe trims replace heavy edging while new silks and shot taffeta echo the revived silhouette, with three-decker skirts flaring at the hips and bodices crossing in front.
Belts to be worn by women with coats or suits are being developed in conservative styles. New patterns use leather and imitation leather with multicolor stitching. Designs emerge from cutting the pairing, and belts are aimed at popular priced trade. More belts for women than men are expected this spring.

London reports England plans to tax imported cotton to fund imperial cotton resources in Egypt, India, and Central Africa.
