Fletcher warned be more careful in convoy duties
Washington March 27 Documents show that Rear Admiral William Fletcher was warned by Admiral Sims six weeks before his October 1917 removal from Brest command that convoy protection off the French coast was inadequate. Sims sent Sept 7 urging precision and noting two transports left with insufficient escort. A Sept 28 letter reinforced the need for better protection and offered aid to remedy, but declared current conditions could not continue. Fletcher said remedy required expanding his small, poorly adapted convoy forces. He defended not sharing convoy control with Captain Thomas P. Magruder, citing lack of confidence in Magruder. The board proposed Magruder as an interested party.
