State Department makes public stance on Russia trade
The State Department announced today that most restrictions on trade with Soviet Russia are removed except shipments of materials usable for war. Individual export licenses will be required for certain goods and for shipments to Russia. No political recognition of any Russian government is granted or implied. Trading will occur at the exporter’s risk with limited U S protection. The note stresses Russia’s small export raw material stock and minimal purchasing power.
