FBI Director-designate Kelley accused of spying on activists

Kansas City civil rights leader Bruce R. Watkins testifies before the Senate Judiciary Committee charging FBI Director-designate Clarence Kelley with running a spy system on political activists. Watkins says the Kansas City police act as an untouchable power, with accusations of brutality and no black command officers. He adds Kelley’s administration shows a poor record for black personnel while surveillance of organized crime and leftist militants has occurred since 1968. Acting Director William Ruckelshaus defends morale as overstated, noting leadership continuity since J Edgar Hoover’s death.
