Nogales Lobbyist Fights Liquor Import Limit

Former Interior Secretary Oscar Chapman testified in Washington against a proposed limit reducing duty free liquor for tourists from one gallon to one quart per month. He argued the rule hurts Nogales Arizona by cutting tourist dollars tied to cross border commerce. The measure aims to curb imports. Chapman said it targets liquor and ignores payments balance effects. The administration backs the broader tax free limit on goods as part of balancing payments.
