GOP Accuses Kennedy of Design for Defeat
The GOP blasts the Kennedy administration for an apparent accommodation with tyranny and a design for defeat. It flags Rostow’s policy survey as shifting to overlapping interests with the Soviet Union and questions U.S. commitments including no first strike in a major invasion scenario. The piece questions whether such ideas would erode American principles and diplomacy.

U.S. Army Lifts Seoul Restriction on Soldiers
The U.S. Army today lifted a two week old order restricting U.S. servicemen in Seoul to their compounds. The move ends a ban that followed demonstrations by Korean students over an incident in which two American officers beat a civilian. The restriction also barred two frontline divisions from visiting Seoul to prevent friction as negotiations on a status of forces agreement continued.
