About 400 Tucson residents attended a downtown briefing on the city’s new citizen participation plan. City Manager Joel D. Valdez urged trust in the reform while promising grassroots leadership roles and citywide guidance through a proposed Citizen Participation Council. Several attendees questioned how the plan would operate within City Hall.
U S Ambassador Deane Hinton was ordered out of Zaire after newspapers accused the CIA of plotting Mobutu Sese Seko's assassination. Hinton called the allegations nonsense. Citywide council session discussed skepticism and disapproval of some ground rules. Ward elections set for July 8 with leadership posts limited to one per ward. chairmen of wards will be announced later.
