Refugees May Govern France Continue Fight

London June 20 Reuters reports that a French government may be formed outside France to continue the war using the air force navy and colonial resources even if Petain's government accepts peace on Hitler terms. Such a government would claim Petain's peace cabinet never held parliamentary confidence. Strong support for continuing the war exists among France proper and colonies, with Petain spokesmen saying he would seek only an honorable peace as negotiations remain unclear. French fleets and planes reportedly stay active and bases are being established as Spain and Tunisia become focal points for possible continued resistance.
