Major Bills Loom Over Kennedy Program in House

Heavy squalls shadow two big Kennedy era measures, housing and school aid, facing House action this week. The housing and urban development bill ranges 5 to 10 billion dollars and includes 40 year no down payment loans for moderate income families and 100 000 housing units. A coalition of conservatives and Southern Democrats pursues scuttling both Senate passed bills. The $2.5 billion public school aid bill also stalls amid Rules Committee delay and debate over private school aid.
