Human Salvage program stumbles in early rollout
The Johnson administration's effort to rehabilitate rejected draftees under the "human salvage" program has produced limited results. Of 134,500 contacted in three months, only 189 placed in training and about 2,200 found jobs. Just 17.5 percent responded to letters offering aid, while officials sought direct contact with youths and explored on‑the‑spot outreach trials that yielded higher response rates.
