Soviet Foreign Minister Vyacheslav Molotov arrived in New York aboard the Queen Elizabeth on the eve of the Big Four foreign ministers meeting. He greeted the world from the ship as Moscow radio announced Kremlin goals for the summit and blamed the United States if talks fail. Dulles MacMillan and Pinay planned to meet Molotov in San Francisco for the July 18 heads of government session marking the UN’s tenth anniversary. Molotov headed west by train later.

Teens found slain near Maryland campus picnic area
