FHA district official Richard Hare said PIC had 22 approved Title 6 loans at four percent interest covering 90 percent of appraised value, while many more were possible if financing held. Delays arose from insurance company commitments, not FHA processing. PIC also faced Tucson lawsuits over contract breaches in realty and building transactions.

Police say death likely self inflicted a .32 calibre Colt revolver bought Tuesday morning was found on his body.
