President Eisenhower reiterated that tax reductions should wait until a balanced budget is in sight and warned a cut now could force higher taxes later. He said he cannot predict form of any bill and noted aides are studying a substitute for the expired excess profits tax while vowing no revenue loss. The administration pushes spending cuts to achieve balance.
U S Air Force reports a ten minute air battle yesterday near Hokkaido as Russian SA 11 fighters were intercepted by American Thunderjets three miles inside Japan’s air boundary. Pilot Lacombe said he fired 300 rounds into the wingman setting it aflame. Both Russian aircraft fled toward the Kuriles as U S radar guided interceptions. No Thunderjets were damaged and no nationality was confirmed for the invaders.
Adlai E. Stevenson met with Secretary of State Dulles for about 15 minutes to reminisce about “old times” before a White House talk with President Eisenhower. He plans a six month world tour starting March 2 and expects a Korean leg lasting two to three days depending on war conditions and weather.

President Eisenhower said he believes Soviet Russia has exploded atomic weapons. He quoted Gordon Dean, chairman of the atomic energy commission, that the Russians have achieved three explosions. He read Dean's statement and endorsed it word for word.
