Trevor Gardner former Air Force assistant secretary testified before a House Appropriations subcommittee that the air arm needs 355 billion more than Eisenhower’s request for fiscal 1957. He urged 20 billion new funding starting July 1, with Wilson and budget officials trimming the request to 18.3 billion. Gardner’s figures could challenge the budget’s 400 million surplus and set up tougher questioning of Quarles and the Air Chief in hearings on defense policy amid fears over Soviet tech.
