President Eisenhower announced a new U S plan to ban nuclear tests with immediate Soviet rejection and British support. The proposal seeks to halt atmospheric and ocean tests and space tests while exempting low powered underground tests. He called it a constructive beginning for Geneva talks.

In Phoenix the House Public Defense and Veterans Affairs panel clashed as Chairman Thomas Fridena faced a near revolt while pushing a Senate bill to exempt veterans from tuition charges. Members debated tabling the bill and a constitutional amendment proposal on end of veteran exemptions after 10 years. Fridena ended the meeting amid a tense show of hands and a quick exit.
President Frondizi directed the Navy to strike the submarine believed trapped at Golfo Nuevo, 650 miles southwest of Buenos Aires. Foreign relations may be cut with the submarine’s nation as surface ships and aircraft mount a midnight assault after a sonar contact.
A Navy P5M Marlin patrol plane crashed into Puget Sound nine miles south of Smith Island. The aircraft carrying a 12 member crew went down today. two bodies were recovered and a large search for additional victims was ongoing.

Carlos serves about 20 water customers with a $71,000 price and $29,000 down payment, cutting rates by 28 to 35 percent for those affected.
Mrs. Pearl Rubin, 45, driving south on Campbell near Bth Street, sneezed and lost control, crashing into a parked car occupied by Frank A. Foltz, 49. Foltz unhurt. Rubin cited for failure to control speed as damage exceeded $800 to two cars and a power pole.
