A French communique said warning shots were fired at a Soviet Ilyushin plane carrying Brezhnev after it strayed into a Mediterranean danger zone near Algiers. Moscow denied the claim as Tass reports critique the French explanation as fiction.
Pima County Grand Jury, likely to convene by March 1, will hear about South Tucson government problems the Janssen murder case and past Tucson gambling efforts. County Attorney Ackerman outlined aims after a new jury selection bill signed by the governor.
Los Angeles counts gasoline engines as the leading cause of smog, while Tucson and Phoenix share the same issue as air inversions trap exhaust fumes. Experts note gas engines drive pollution, with officials citing large daily gasoline use in LA and Tucson.

Attorney General Robert F. Kennedy urges Congress to add 59 federal judgeships including one for Arizona. Arizona now has two judges, James A. Walsh in Tucson and Dave W. Ling in Phoenix, serving four divisions: Tucson Prescott Phoenix and Globe.
Rep. John J. Rhodes of Arizona has been assigned to the House Appropriations Committee by the House Republican Committee on Committees. The assignment has GOP approval and awaits final House action next week.
