German Foreign Minister Georges Bidault challenged Vyacheslav Molotov at the Big Four talks urging free and open elections for Germany to choose its friends. The Western ministers demand a straight answer from Russia on proposals as a step toward reunification.
The Arizona senate unanimously passed HCR 22 calling for an investigation of the sales tax division of the state tax commission. Gov. Howard Pyle urged the probe amid charges of favoritism toward firms by the sales tax division. An investigating committee includes Sen. Harold C. Giss and others.
The bulky ways and means committee income tax bill enters its final reading just before noon. Speaker John C. Smith and lawmakers including William A. Sullivan A. C. Stanton and Reps. Watkins Hirsch and Adams will meet later for a procedural session as an audit of the division's books is planned.
The Pima county racing bill to cut track days from 45 to 30 wins committee approval in the Arizona House and may reach the floor for debate next week. Support comes from the Chamber of Commerce and many merchants in Pima county.

The Labor Department will shut down its temporary Mexican farm labor program tomorrow due to legal authorization gaps and depleted funds. About 4,000 workers have been hired, mainly for Southern California farms, with 150 employees laid off on February 11. Reception centers operated at the Mexican border. most hires passed through El Centro, California.
The forecast notes continued dry and warm conditions with rain unlikely soon as a Pacific storm center far offshore tracks. Local highs reached 78 at the weather bureau and 81 at the university station with a 47 degree low. Statewide highs and lows varied widely across cities. See Weather Table Page 30.
The Vigilantes announce their first appearance to enforce the Go Western season. A parade on Feb 19 aims for 75 000 spectators downtown with no motor vehicles and will lead to a four day rodeo drawing about 10 000 daily at South Sixth avenue field Feb 19 22. Rodeo Queen Florence Archer will join the committee as Big Hat Day and Go Western attire debut.
Indian newspapers report a stampede in Allahabad that killed hundreds as a surge of pilgrims gathered to bathe in the Ganges. Officials say VIP demand strained police, leaving few to manage the crowd. President Rajendra Prasad and Prime Minister Jawaharlal Nehru were among those noted as present.
Edward Blake, 23, arrested in South Bend after Indiana authorities tipped police he would collect a $10 Western Union money order. He admitted wounds from a Tuesday San Diego car chase and linked to two liquor store holdups. He faces burglary robbery car theft and untaxed marijuana charges.

State highway engineer Cye Perkins described a 30 foot diameter bulge on the mountain road caused by heavy grading. Crews used an auxiliary road around the scene while heavy equipment punched and packed the area back to normal. The route had opened last fall.
In Phoenix two teens were killed and others injured after a Central avenue drag race car crashed. Tucson organizers insist supervised events at Marana air base prevent street racing, citing reduced street cragging. Officials said Jack Wilson improved but Ralph Williams remained near death. victims Melton and Tibbets were identified.
The House Post Office Committee voted to raise first class letters from three to four cents. The move, taken in closed session, could add 159 million dollars annually to postal revenues and is the first step in a quarter billion dollar plan by the Eisenhower administration for higher postal rates. The committee reportedly favored the increase by a substantial margin.
